I love the PS2 version of Outrun 2 but some issues with it bug me.. not gameplay though... the controller. I love to play Driver games. Im a well seasoned driving game veteran, and mainly playing driving games, I only use the analog when forced to. But this game allows directional pad usage and it really sucks. I push down on the left or right buttons but as I do this and watch the car, it seems like there is a delay in as to when I use the analog it moved right along.

Can someone please tell me if its just my imagination or does anyone else feel this way?

I use the analog sticks. Using the D-Pad there is delay because it doesn't react until you press the button in all the way. The pressure sensitivity on the dual shock 2 is lame. So I would try playing with the PS2's analog stick a bit more for turning.
